As an emerging industry, the growth and development of advanced recycling require support from government, both in home and abroad. Due to relatively limited resources and high pressure on plastic pollution, EU countries are leading in this regard. For example, their plastic recycling (physical recycling) and incineration rates are higher than in other countries.
In December 2019, the European Commission released the European GreenDeal, which called for Europe to become the first carbon-neutral continent by 2050. In March 2020, the European Union designated a specific “Circular Economy Action Plan”, which focuses on solving plastic pollution and ocean leakage and accelerating technological transformation. Although the EU has not yet enacted laws and regulations on chemical recycling, it has produced relevant proposals, including the inclusion of chemical recycling in the general concept of plastic recycling (alongside physical recycling), and clarifying some concepts related to chemical recycling. For example, how to calculate the recovery rate from chemical recycling and how to deal with chemical recycling in the extended producer responsibility system (EPR).
The United States has also begun to conduct in-depth discussions on chemical recycling. The Environmental Protection Agency (EPA) released a national recycling target in November 2020, aiming to achieve 50% chemical recycling by 2030. After public consultation, chemical recycling tends to be included in the scope of recycling in the latest revision. More than a dozen states in the United States, including Texas, Pennsylvania, and Florida, have enacted legislative incentives for chemical recycling.
In China, the conception of chemical recycling is beganning to catch on. What can we certain is that government policy support is a key factor in the field of chemical recycling. If there is policy support and superior system, China is likely to provide the world with China’s solutions in the field of plastic chemical recycling and lead the world trend. This is because China has the scale and market necessary for the development of chemical recycling, as well as the desire and practical experience to urgently discover and widely implement excellent solutions to control plastic pollution.
